Draft of an international training program for the higher level
Preserving the knowledge and techniques of Vovinam-VVD - Education, research and innovation

I. Reasons
Dear masters,
The international training program of Vovinam VVD, from level initiation to the Yellow Belt 3rd cấp (basic level and medium level) was voted and promulgated worldwide in 8 languages. Please consult: http://vovinamworldfederation.eu/en/world-council-of-masters/the-international-training-program.html
However, there are still many lessons and techniques that are not included in the official program for the following reasons:
1- Due to the richness of our discipline, all subjects cannot be included in the training program. For example, QUYEN as : Hạc quyền, Xà quyền, Thái Cực Đơn Đao, Nhu Khí Công Quyền, Song Đao... that have been taught before 1975, but were not included in the formal training programs and did not have the approval of Vietnam masters Council (before 1975) or have not been considered and voted by the World Council of masters of Vovinam-VVD.
2- Some techniques are not compatible with the culture and design of some countries. For example : machetes (Mã Tấu), axes (Búa), rifle with bayonet (Súng lưỡi lê), hands tied against several opponents (trói tay đánh đông), Defence against gun (tay không bắt súng) etc. In Europe, these techniques are considered dangerous or do not have the sporting qualities and therefore, are not included in the international training program.
3- Some new lessons, created in the years 1989-1995, as: Tứ Trụ Quyền, Ngũ Môn Quyền, Thập Thế Bát Thức, Viên Phương Quyền, Mộc Bản Quyền... or modifications existing lessons as Tứ Tượng Côn Pháp, Song Luyện 1, 2, Song Luyện Dao, Song Luyện Vật 1... Performed by a group of 4 masters in Vietnam, in a context of recovery of the Vovinam VVD activities after 15 years prohibition by the Vietnamese government.
4- The teaching of these lessons outside of Vietnam for 14 years (1990-2004) highlighted that these techniques are not perfect, do not correspond to the principle of the “harmony of strength and flexibility”, lack efficiency and realism compared to the fundamental techniques of the Founder Master Nguyễn Lộc. It is for these reasons that the World Council of Masters of Vovinam VVD in 5th world congress in 2004, decided to put these techniques in the field of research and study and resume the techniques taught in Vietnam before 1975.
Dear masters,
For the reasons given above and the will to preserve the technical and philosophical treasure of our discipline, I propose on the occasion of the 8th World Congress in California, to put the above lessons in the international training program to the higher level (from grade 4th International dang). Beyond the will of conservation, this will also enable masters to improve their knowledge of martial arts and is also a way to create an environment so that masters can carry out studies, to contribute.
II. The standards to establish the program
The standards for establishing the international training program for the higher level in this project can be defined as follows:
1- To form of expert groups depending on the choices of masters according to their interests and research capacities.
2- Establish the connection between: Quyền, Song Luyện and techniques to obtain coherent and logical program.
3- Book priority for lessons and technical "realistic" so that masters can: train, carry out studies and research, implement, test and submit theses to contribute to technical and philosophical treasure of Vovinam VVD.

IV.6. Characteristics of the higher level international training program
First, given the wealth of subjects and topics of Vovinam VVD, no one can assimilate totally in a possible duration. Therefore, it would divide into groups of expertise according to the will and capacity of study and research masters
On the field of philosophical knowledge of the martial art that has a homogeneous character; it will be divided into 2 different levels.

Second: The international training program for the higher level does not look like the one reserved for primary and middle levels. There is no obligation of uniformity, but it has the character of expertise, specialties, research and study in depth as a specialist. Thus, the training program to the next level will not be distributed according rank, but in groups, and in each group there are learners with various ranks.
The duration of study and research for each group is 4 years. Specifically, the group khí cong has no time limit because: it is not learning or practicing the learner will be successful as in other matters. Its success depends on the talent and the "karma" of each learner.
V. Training sessions learners and teachers
The training sessions at the higher level do not resemble those of lower levels. A martial arts class is usually a class 1 or 2 days of training a week with a fixed teacher. As the number of masters at the higher level is limited, usually disseminated in several regions of the same country or countries that have only one or two masters.
This is why the training sessions for the higher level must be organized specifically, 1 or 2 times a year at national or international level, depending on the number of teachers in each country or continent (Europe, Africa, American and Australian)
For master trainers, there is no fixed character, as each master has its own specialties.
Therefore, there is no differentiation of grades for master trainers. As in the university, the master who has a specialty was invited to teach the material of which it controls. And next time, he will learn in another matter. This is also true for learner’s master. There are no grades of distinction in a group.
However, the current problem is to organize training sessions, preparing documentation and translate in different languages.
Particularly the documentation is very important because it is the origin of the unionization of the training program. Therefore it must be carefully prepared and translated into three basic languages: Vietnamese, French and English. This is how the international training program to the highest level will be of value. Otherwise it will cause division or dispersion due to geographic and linguistic problem. Therefore, the International Technical Board shall be the competent authority to collect, prepare, distribute and organize special training courses for the higher level.

I. Conclusion

Proposal on rites commemorating the founding master
Senior Master Le Van Phuc
I. Introduction
Traditionally, every year around the world, every organization of Vovinam Viet Vo Dao celebrates the feast of the foundation and commemorates its founding master.
On the occasion of this annual gathering are organized exams degrees, ceremonies belts and competitions or cups. This is a beautiful custom advocating homecoming in memory of the founder of Vovinam Viet Vo Dao: the late Master Nguyen Loc.
Ancient culture steeped in Vietnam reflects the gratitude to his parents and ancestors, this ritual is a way to honor the master who sent us this invaluable cultural heritage that Vovinam Viet Vo Dao.
This tradition should not be regarded as religious or mystical event. It is practiced for over forty years by all federations and associations Vovinam Viet Vo Dao in the world, not practiced in other Japanese martial arts, Korean or Chinese.
I congratulate all the masters and leaders who helped to perpetuate this beautiful practice
II. Specific changes
Over time, and especially since ten years, the celebration of the foundation is no longer reserved exclusively for Master founder but several deceased masters. Thus, on the altar of the founder Nguyen Loc, also contained photos master Tran Huy Phong, Lê Sáng, Mạnh Hoàng, Trinh Ngoc Minh ... by region or country.
However small they may be, all these changes have raised the issue of standardization of the ceremony. In addition, they created chaotic situations such as: what masters add to the altar? What about the labeling of photos? What types of photos? Photos master standing or sitting? With large or small photo? Photo in color or black and white?
Without denying all contributions of these masters to whom we give all respect and gratitude, the feast of the foundation should only celebrate the founding master Nguyen Loc and not the other masters.
We celebrate Christmas well as the day of Jesus and not the day of other saints is rather on November 1!
III. Proposal
On the occasion of the 8th World Congress of Vovinam Viet Vo Dao masters, I propose the following vote to standardize the practice of the annual ceremony of the foundation:
1- Present on the altar only the picture of the founding master Nguyen Loc.
2- Prohibit religious rituals such as reciting Buddhist mantras or Buddhists or Catholics present flags or others religions.
3- Allow practices such as worshiping the founding master disappeared with incense sticks which are signs of respect regardless of religious rituals.
4- Prohibit sterile debate outside of Vovinam Viet Vo Dao as we are a non-political, cultural organization and not religious.
5- Allow, in the historical discourse of the master founder Nguyen Loc, add the patriarchs masters Tran Huy Phong and Le Sang and, at the discretion of each organization, other masters who contributed greatly to the development of Vovinam Viet Vo Dao.

I. Proposed change the ranks on the belt
Dear masters
The grade system of Vovinam-Viet Vo Dao was continually updated and the last change was approved at the 7th World Congress in 2012. It has been defined as follows:
Chapter II - Ranking System
The international ranking system was adopted during the 2nd World Masters Congress of Vovinam Viet Vo Dao in Houston Texas, USA in May 1998. A 1st update was made during the 6th World Congress in Paris - France on May 04th, 2008. And a 2nd one during the 7th World Congress in Paris-France on May 28th, 2012. The international ranking system was defined as below.
The two recognized grade systems are: the traditional system of 1964 and the international grade system. Each country should apply the system which fits its best

I. The reason of change
So after a period of application, the system showed some problems aesthetic and the lack of clarity in the ranks (the bars on the belt)
This issue had not been raised, because the majority of masters in the world are not yet reached the highest level (maximum red belt 2nd or 3rd degree) and / or the majority of countries have not applied the system International (black belt system)
But 2 years ago, in 2014, master Guerrib Amar, Technical Director of the Federation-Vovinam-Viet Vo Dao France, red belt 1st degree, proposed on the occasion of celebrates of the foundation in 2015, all masters are black belt system international, to cause the novelty to practitioners. Thanks to the above test, we highlighted a problem of lack of clarity and difficult to distinguish the ranks of the belt.
For rank belts with 3 bars are easily recognizable (especially distance), but from the fourth bars or more, are very difficult to differentiate and this causes confusion.
Since then, myself and Master Guerrib Amar, did research to suggest changes in the bars as follows:
For belts with 3 bars or below, the standard remained the same as defined in Article 8.2 of the "International Convention of the teaching program"

(a). Color of the belt : according to grades defined in section 8.1
(b). Length of the belt: Once tied, the belt must not exceed the knees.
(c). Strips of degrees: must be sewn on one side of the belt with a minimum distance of 80mm and a maximum of 120mm from the beginning of the belt.
(d). Width of the strips: minimum 8mm and maximum 10mm.
(e). Distance between strips: minimum 8mm and maximum 10mm.
(f). Except the name "Vovinam-Viet Vo Dao," it is forbidden to have other embroidery, logos, letters, … on the belt
From 4th Barrette, we proposed change as follow :
(g). Distance between the bars Group 1 and 2: minimum 24mm and maximum 30mm
With this distinction space (24-30 mm), the upper grades will be clearer and avoided any confusion among our practitioners or the public.
Therefore, we suggest changes to the current levels of rank of Vovinam-VVD system as follows

Regarding the "Supreme White Belt" in Vietnamese as it is humbly called " Võ sư Niên trưởng " in French is "Master Ainé" and English "Senior Master".
This name (Vietnamese-English-French), still asks questions from the sports authorities in the world and the press. To explain this properly as we lost a lot of time.
Conversely, if we use the title Grand Master (Grand Maitre, Dai Vo Su), so naturally everyone understands, without asking questions. Especially to our practitioners.
In the interests of simplicity, we suggest changing the title to the supreme white belt as follows:

French: Grand Maitre
English: Grand Master
