Dear Masters, 

The 9th World Congress and the 6th World Cup of Vovinam-Viet Vo Dao will be held from July 20 to 23, 2022 in Paris - France. In addition to the election of the leading members of the World Council of Masters and the World Federation, it will also be an opportunity for masters to present themselves for the examination of ranks and thesis defense. 

Examination of ranks and thesis defence 

You have received the communiqué from Grand Master NGUYEN Tiên Hôi, President of the International Examination Board, to specify the details of the examination of ranks and thesis defense for masters at the international level. 

The World Council of master's encourages you to register for the examination because the thesis defense of masters, beyond the enhancement of the rank, also represents a contribution that ennobles the culture of Vietnamese martial arts and enriches the world physical education system. 

Proposal for the appointment of masters 

According to Chapter III, Article 11.3, of the International Grade Convention approved on August 19, 2000, and amended on May 28, 2012, at the 7th World Congress of Masters in Paris - France, masters who were unable to present their thesis may be nominated for appointment to the higher grade if they meet the following conditions: 

1. 1. To be still active.
   2. To have contributed in an exceptional way for Vovinam Viet Vo Dao.
   3. Have obtained their current rank for a minimum of 6 years.
   4. To be proposed by the International Examination Board or by the Presidents of the National Council of Masters. 

As General Secretary of the World Council of Masters, I ask all the members of the International Examination Board and the Presidents of each National Council of Masters to establish and transmit to me before May 15, 2022 the nomination files for the higher grade
